Deployed Facilities Officer/Project Manager-01116395DescriptionKey Role:Coordinate and oversee the completion of activities in all phases of the project cycle of facilities-related construction projects and manage the office or directorate-level portfolio of requirements. Develop a thorough understanding of the directorate's program level requirements and strategic goals and provide a direct conduit for communications and requirements between facilities services (FS) and the deployed office or directorate. Integrate and coordinate the project with field personnel. Prepare and distribute project communication with customers, management, integrated project teams, and stakeholders, assist the contracting officer (CO) and contracting officer technical representative (COTR) with acquisition planning, execution, and administration, collect requirements, prepare statement of work (SOW), conduct market research, and develop other documentation. Conduct technical reviews, evaluate project solicitations, proposals, quotes, and proposed change requests, and review and approve shop drawings and submittals. Conduct pre-bid and pre-construction site visits and validate invoices for partial or full payment. Assist with the preparation of the contractor performance report (CPR) upon contract closeout. This position will require deployment for 4 trips at 1 week each for a total of 28 days per year to non-hazardous locations for extended work week and is located in McLean, VA.QualificationsBasic Qualifications:-5+ years of experience with facilities at the full performance level-5+ years of experience with facilities design, maintenance, renovation, and construction management at overseas and domestic locations incorporating unique Sponsor requirements-Experience with customer relationship management and project management-Experience with commercial or government facilities-related renovation of construction projects-Experience with preparing contract documents, including market surveys, technical SOWs, cost estimates, and other Sponsor unique documents-Ability to read and comprehend construction documents-Ability to work nights and weekends for operational necessities-Ability to travel domestically or overseas and work extended hours as needed-Active TS/SCI clearance with a polygraph-BA or BS degree or HS diploma or GED and 5 years of experience with facilitiesAdditional Qualifications:-Experience with Microsoft Project, Excel, Word, and PowerPoint-Experience with the Federal Acquisition Regulations (FAR) as they apply to A&E and construction contracting-Knowledge of and commitment to sound program management techniques-Knowledge of Department of State overseas facilities procedures and standards-Knowledge of overseas construction security requirements-Ability to handle multiple, demanding, and complex projects in a timely manner with accurate results-Possession of excellent oral and written communication skills-Project Manager (PMP) Certification a plusClearance:Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance with polygraph is required.Integrating the full range of consulting capabilities, Booz Allen is the one firm that helps clients solve their toughest problems, working by their side to help them achieve their missions.
